TEXAS ESC’s EXPOSED PART 3: NOT TRUSTWORTHY

The Texas State Auditor, John Keel, investigated the ESCs and following is a part of the report. Notice that the ESCs admit to a hap hazard method of record keeping. Remember that the ESCs are suppose to be non-profit agencies.

“During the 2012-2013 school year, the 20 education service centers in Texas provided access to a curriculum management system known as CSCOPE to 70 percent of school districts in the state, according to information that the Texas Education Service Center Curriculum Collaborative (Collaborative) provided. Those education service centers reported they collected a total of $73.9 million in revenue from the sale of CSCOPE services to school districts, charter schools, and private schools from September 2005 through August 2013. For that same time period, the education service centers reported a total of $67.8 million in CSCOPE-related expenditures.”

“However, auditors were not able to verify the total amount that education service centers reported they paid for the development, installation, distribution, and marketing of CSCOPE because some of the education service centers did not separately track CSCOPE-related expenditure transactions. Some of them also did not separately track CSCOPE-related revenue transactions. As a result, auditors were not able to fully answer the audit objective to determine the amount of revenue and expenditures related to the development, installation, distribution, and marketing of CSCOPE.”

With just a very surface investigation of the ESC’s finances, $6.1 Million dollars cannot be accounted for. Yet, state and federal funding continues to pour into the 20  ESCs. How much of the money received by the 20  ESCs is being “misplaced?”

The state auditor discovered that the 20 ESCs make no effort to have accurate financial records. No doubt the ESCs were surprised to have the state auditor investigate some of their books. For years the Sunset Reviews as well as the State Comptrollers have given the ESCs not only passing grades, but praised these state agencies for providing such economical services to Texas schools.

The fee of $73.9 million is considered inexpensive because, according to ESC 11 director, Clyde Steelman, school districts using the CSCOPE materials do not need to hire a district instructional director. CSCOPE has everything needed.

The State Senate Education Committee Hearing resulted in the ESCs being banned from selling CSCOPE lessons or even having the lessons in their possessions. The CSCOPE lessons were found to contain Un-American, pro-Islamic, and incorrect content. Director Steelman as well as all 20 ESC directors are still promoting the gutted CSCOPE materials now called the TRS Curriculum.

In 2011, the Marlin ISD district instruction director, Jamie Johnson and district superintendent, Marsha Riddlehuber, informed me that I could not see the 5th grade science or math CSCOPE lessons.I requested the lessons because I was tutoring kids after school.

I asked about textbooks. NOPE! Marlin ISD no longer used textbooks because the CSCOPE Instructional Materials were so comprehensive. Also, CSCOPE  was an online product and was more current than textbooks. The CSCOPE lessons were copyrighted and not visible to anyone unless they signed a non-disclosure contract stating they would not reveal the content of the lessons.

The ESCs threatened Legal action against teachers if they told parents the content of the CSCOPE lessons.

Q2  How much evidence does it take for a thorough investigation of the Texas Education Centers to be required?

A2 Our Texas leaders have smiled as they falsify reported praise for the 20 ESCs. Yet, all the while, like a child, have their fingers crossed behind their backs. It is time to step up to the plate and take action. Lobbyist DO NOT represent our children or their parents. Get out of the Ivory Towers in Austin and spend some time in classrooms. Don’t arrive like the King or Queen of England, take clues from the TV program called, Undercover Boss. Apply for a teaching position at different school districts. Ask to visit classrooms. Get contact info and call the teachers later. Some will tell you the truth, others are too afraid of losing their jobs. There is little job security for teachers.

How long this will continue depends on our newly elected Governor and Lt. Governor. Will they follow through on their promises to improve Education? It also depends on who the Governor appoints as the Commissioner of Education.

Q3 How much longer are the leaders of Texas going to allow the ESCs to have any input or control over what is taught or how it is taught in our Texas classrooms?

A3  Like the previous Answer, the ball is in the court of the Governor and Lt. Governor.

Things for the Governor and Lt. Governor to think about:

1. The 20 ESCs created an illegal company claiming this company owned CSCOPE. The name of the company was TESCCC. Each of the 20 ESCs directors paid $200,000 each to be a member of the collaborative who owned TESCCC. Where did this money come from?

2. The trustees of TESCCC (ESC directors) filed with the state a change showing that if TESCCC was ever dissolved the Federal Government would receive any proceeds. Originally, the state of Texas was listed. Not only were the ESC directors creating what they thought was a company unconnected to the ESCs, but they wanted the company to not be associated with Texas.

Commissioner Williams,
I am a retired Texas Science Teacher, science author of 52 published science investigation books for kids and educators, and now design thermochromic products and activities for Hallcrest, inc.
I tell you this so that you know that I do have an understanding of science and education. Thus, have the expertise to evaluate science curriculum, such as the flawed, incorrect science in the CSCOPE instruction material.
As part of a group of concerned Texas citizens, I testified at the first Senate Education Committee hearing on CSCOPE. I live within the boundaries of the Marlin ISD, which has consecutively failed the state tests for seven years. Two years ago I spoke to the interim superintendent, Marsha Ridlehuber and the curriculum director Jamie Johnson about helping the 5th grade science teacher. Both were very negative and both refused my offer. They did not want me to have access to the CSCOPE instruction material because it was at that time not being shown to the public. Ridlehuber is gone but Jamie Johnson is still in postion to keep CSCOPE lessons in the classrooms. I am still not welcome to work with the elementary science teachers even though the 5th grade continues to fail the state test.
TEA has assigned Elizabeth Rowland and a team of others to help Marlin ISD. Sir, failing schools have become the “CASH COW” for TEA monitors and conservators. From the results of Rowland’s improvement plan for Marlin ISD, Rowland has a lifetime job in the district. Taxes are raised to continue to pay for the inept programs of Elizabeth Rowland and others assigned to help improve student performance. Not one of the approved improvement programs actually focuses on improving teacher understanding of core curriculum being taught.
Commissioner, I am questioning the use of Title I money to pay for professional development for the purpose of monitoring how a teacher presents his/her lesson. Rowland has approved Title I money for Lead Your School, which is a list of teacher actions monitors can observe and check on a list. One teacher was written up for sitting at his desk while he recorded attendance on his computer. Teachers are not allowed to sit at their desk unless students are standing around it.
Commissioner, the local ESC-Region 12 receives millions of dollars for money every year to develop professional development. But, most of their professional development programs are expensive. What are they doing with all the grant money? Region 12 is the culprit selling CSCOPE to Marlin ISD.
Sir, something is very wrong with the entire Texas education system. TEA cannot be trusted to send qualified helpers. TEA cannot be trusted to monitor the grant money given to the ESCs, such as the $200 Million dollars from the Rider 42 TEKS grant to be used specifically for teacher professional development. I can provide much more information (facts) about this.
The SBOE cannot be trusted when Thomas Ratliff, a lobbyist for Microsoft is the vice-chairman on the board. Ratliff files charges on grassroot patriots who interfer with anything he promotes. Ratliff promotes CSCOPE because it is an internet program so he promotes that teachers not be allowed to give students textbooks. Marlin provides no textbooks for students.
Sir, How are students going to improve in reading if they are not given books to read?
Senator Patrick, chair of the Senate Education Committee made a behind the scenes deal with the 20 ESCs. Patrick thought he had bargained for CSCOPE to be removed from the Texas schools. But the ESC directors tricked the senator. The results being that Patrick helped delay the Sunset review of the ESCs and in return the ESCs gave the CSCOPE lessons to all the schools who had previously been purchasing these lessons. While the ESCs can no longer sell the CSCOPE lessons, they are allowed to continue selling at the same fee the schedule for using the K-12 lessons as well as the unit assessments for the CSCOPE lessons.
Governor Perry mandated that Common Core not be used in the Texas Schools, not one peep has been heard from him about the ESCs having conventions with workshops using common core or TASA going to common core conventions.
The past Commissioner of Education, Robert Scott, supported TASA, never responded when he received questions about CSCOPE, instead he quickly resigned.
Commissioner Williams, you sir are in a position to Turn Texas Education Around. I am asking you to take a close look at what is going on in Marlin ISD, the lowest academic school in the state of Texas. Help this school district and I am convinced that like falling dominoes, other schools will fall in line.

Why There is no Money for Texas Teachers!

You constantly hear that there isn’t enough funding for education. That is a BIG LIE! There is no problem with funding there is a major problem with with how those funds are spent! Your have Texas ISD spending thousands on a yearly bases leasing the controversial curriculum CSCOPE. Combined Texas school superintendents spend millions funding the  progressive associations Texas Association of School Administrators (TASA) and Texas Association of School Board (TASB), two associations whose agenda is a education reform and implementing radical transformation in Texas Schools! These two groups also have offices a couple of blocks from the Texas Capital and lobby the Texas legislature for more progressive policies and money.  Yes they fund these two groups with TAXPAYER MONEY!!no money

 

We also have school districts hiring an outside company called “Lead Your School” (LYS) for a great cost. LYS comes in to the school and trains administrators and teachers how to change their teaching techniques along with  implementing “Power Walks” aka walkthroughs. These walkthroughs are nothing more than having observers coming into the teachers classroom frequently to assure they are on task of totally transforming the way they teach. Talk about disrupting a classroom!! Teachers HATE IT!!

Marlin Independent School District teamed up with “Lead Your School”  in 2011 at a cost of between $53,000 -71,000. How is Marlin doing after this so called wonderful professional development? Marlin ISD is the worst school in the state of Texas. Students are bused off to another local school and teachers have left the school in droves.

Waco ISD hired LYS for a cost of $1.6M  Invoices &Checks

LEAD YOUR SCHOOL $$$ waco

Mesquite ISD hired LYS for a cost of $780,000.

Tidehave ISD hired LYS for a cost of $34,400

Manor ISD hired LYS for a cost of over a Million

 There are many more district in Texas that has paid these astronomical fees and continue to do so.

In the book Sean is the “Prince” that has such wonderful news for school districts only if the Ranking Officials (school board) welcomes the Prince.

Below is an excerpt from his book.

Once upon a time a moronic king decided that supporting the schools that educated the children of his subjects would be too much of a burden for himself and his rich friends. And so he closed the royal coffers and school funding slowed down to but a trickle.

Due to the king’s actions, many schools in his land were in despair. The humble teaches and earnest principal’s cried out to the townsfolk and villagers to take up their cause. But the ears of these people were as deaf to the needs of  schools  and school children as the head of the king was empty.

 

Most teachers and principals  resigned themselves to the fact that the promise of success and reward had withered and died. Many left their schools. Those who remained toiled in misery.

All I can say is, Unbelievable!
